“Ambassadors in countries where U.S. policy or posture would substantially change under the new Administration, as well as any who have evinced hostility toward the incoming Administration or its agenda, should be recalled immediately.”
What has happened

A mass recall happened, but not immediately and not on the Quote's criterion. Nearly 30 career chiefs of mission were recalled to Washington in the week of 2025-12-21, on the stated ground that the President is entitled to representatives who advance his agenda. That is the substance of the ask — removing ambassadors judged out of step with the administration — delivered in December 2025 rather than “immediately”, and covering about 30 of roughly 180 chief-of-mission posts (the Senate letter puts total vacancies after the recall at “well over 100”). No recall was ordered in the transition or the first months, and no allowlisted record ties any individual recall to a policy change in the receiving country or to hostility toward the administration.
