    The test the Quote actually sets — an appropriations bill signed with not a penny for the Corporation — was met. The Consolidated Appropriations Act, 2026 includes the full-year Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2026 as Division B, and the phrase "Corporation for Public Broadcasting" appears nowhere in the enrolled text of the whole 1.75-million-character act, including Division B's Title IV, Related Agencies.

    Congress enacted the request. Rescissions Act of 2025 section 2(b)(20) rescinds the amounts made available for the Corporation for Public Broadcasting for fiscal year 2026 by P.L. 118-47 and for fiscal year 2027 by P.L. 119-4. From the President's signature no appropriation for the Corporation remained in force.

    A formal administration request: the President transmitted a special message under section 1012 of the Congressional Budget and Impoundment Control Act proposing 22 rescissions totalling $9.4 billion, two of them for the Corporation for Public Broadcasting — R25-21, $535,000,000, "the full amount appropriated in FY 2024 for the Corporation for Public Broadcasting (CPB) in advance for FY 2026", and R25-22, the same amount for FY 2027. The justification says in terms that "[e]nacting the rescission would eliminate Federal funding for CPB". Published in the Federal Register on 2025-06-09.

    Moved the other way first: the President signed the Full-Year Continuing Appropriations and Extensions Act, 2025, which continued the prior year's appropriations and with them the Corporation for Public Broadcasting's advance appropriation for fiscal year 2027 — as the Rescissions Act later confirms by rescinding "[a]mounts made available for 'Corporation for Public Broadcasting' for fiscal year 2027 by Public Law 119-4".

  • The March 2025 event is recorded because the record is not clean: the first appropriations act of the term did carry CPB money, and the administration then asked for it back.
  • Related and separately researched: #638 (done) is the funding-strip ask, #640 the advance appropriations ask. All three run on the same four instruments.
