What has happened

  1. Done

    Nothing replaced it. The Consolidated Appropriations Act, 2026 contains the full-year Labor-HHS-Education appropriations act for fiscal year 2026 as Division B and makes no appropriation to the Corporation for Public Broadcasting of any kind, advance or current: the phrase does not appear in the enrolled text. The special budgetary treatment is ended in fact as well as in the rescission.

  2. Done

    Rescissions Act of 2025 section 2(b)(20) rescinds both advances — the FY2026 amount made available by P.L. 118-47 and the FY2027 amount made available by P.L. 119-4. The two-year-ahead funding that the Quote says insulates the Corporation from the power of the purse was canceled outright.

  3. Attempted

    The President's special message proposed rescinding both of the Corporation's outstanding advance appropriations and described the mechanism in the Quote's own terms: R25-21 rescinds "the full amount appropriated in FY 2024 for the Corporation for Public Broadcasting (CPB) in advance for FY 2026" and R25-22 the equivalent FY 2027 amount. A formal administration request, so `attempted`.
