SO 3385 has not been reinstated. Interior's published Secretary's Orders library, read on 2026-08-27, runs to SO 3453 and carries no page for SO 3385 and no order reinstating it; searches of the Federal Register corpus for the window (all types, Interior agencies) return no enforcement-priorities directive, and Interior's press releases for 2025 and 2026 record no equivalent policy. The Department's enforcement changes in the window have gone the other way — the West Virginia cooperative agreement of 2026-02-18 hands coal permitting, inspection and enforcement on federally leased coal to the state.
