Reject nuclear disarmament proposals contrary to deterrence

“Reject proposals for nuclear disarmament that are contrary to the goal of bolstering deterrence.”

What has happened

  1. Partially done

New START expired on 2026-02-05 with no successor limits in force, leaving the United States and Russia without a cap on deployed strategic warheads or launchers for the first time since the 1980s. The Administration let the treaty lapse while saying it wanted a modernized replacement, and reporting on the day of expiry described the two governments as still discussing whether to observe the expired central limits. The lapse is action consistent with the ask; the stated interest in a successor treaty is why this is not read as an unqualified rejection.

  2. Partially done

The 2025 National Security Strategy states the Administration's posture in terms incompatible with disarmament: "We want the world's most robust, credible, and modern nuclear deterrent, plus next-generation missile defenses - including a Golden Dome for the American homeland". Read in full the document contains no occurrence of "arms control" or "disarmament", so it rejects nothing by name; the rejection is implicit in the posture.

Research notes

Primary before Secondary: the NSS carries the posture, NPR carries the date and fact of the lapse, which no allowlisted Primary source records (state.gov document pages could not be read).

  • The enacted record supports the same reading: P.L. 119-21 sec. 20008 and the FY2026 NDAA’s Weapons Activities table fund SLCM-N, the W93, the B61-13 and expanded pit production, none of which is compatible with a disarmament program.
  • Leveled partial rather than done because no specific disarmament proposal is on the record as having been rejected; a reviewer could read the lapse of New START plus the modernization program as done.
