Keep homeland missile defense out of arms control negotiations
Printed page 126 4. Department of Defense
“Commit to keeping homeland missile defense off the table in any arms control negotiations with Russia and China.”
What has happened
- Not started
No such commitment was made on the record. "Arms control" appears nowhere in the 2025 National Security Strategy, and no allowlisted source records the Administration undertaking to keep homeland missile defense out of negotiations with Russia or China. New START lapsed on 2026-02-05 without a successor, so no negotiation has tested the question. The related in-window action - Executive Order 14186 directing a Golden Dome architecture, and roughly $24 billion of reconciliation money for it - is a decision to build homeland missile defense, not a commitment about how it will be treated in talks. See the Chapter 4 cluster negative search for pages 126-127.
No action found yet. This entry is the starting point, not a finding.

Research notes
One search for missile defense terms on pages 126–127 covered this ask and supplied the search terms for #262, #266, #267, #268 and #269.
- The instrument would be a State Department policy statement or a presidential declaration. state.gov document pages refuse automated reads, so a statement there would be a lead in any case; the State Department’s February 2026 Statement to the Conference on Disarmament could not be opened.
- Related but distinct from #265 (done), which measures the abandonment of the old homeland missile defense policy rather than its treatment in arms control.
