Reorient Bureau for Foreign Assistance staff to budget execution

What has happened

   The bureau was reorganized rather than reoriented, and the work moved toward execution. In the July 2025 reorganization the foreign-assistance coordination function became the Office of Foreign Assistance Oversight under the new Under Secretary for Foreign Assistance, Humanitarian Affairs, and Religious Freedom, and the section 620M vetting team was moved into a newly created vetting and accountability office inside it. State's report to Congress on the FY2025 workforce reduction records the wider shift: functional offices running their own regional components had "separated policy decisions from the regional expertise needed to implement them", so "regional bureaus now lead policy management for nearly all non-security foreign assistance". `partial` and not `done`: no record shows F staff themselves redirected from formulating the President's budget request to executing appropriations - execution moved to the regional bureaus instead.
