Repeal climate change initiatives and spending in HUD's budget request

“Repeal climate change initiatives and spending in the department’s budget request.”
What has happened
- Partially done
HUD and USDA rescinded, with immediate effect, the April 2024 Final Determination adopting the 2021 IECC and ASHRAE 90.1-2019 energy-efficiency standards for new HUD- and USDA-financed housing, together with the notices that had extended its compliance dates. HUD had already postponed the standards three times (2025-03-10, 2025-11-10, 2026-02-03) before withdrawing them outright. The President's FY2027 Budget, published in April 2026, carries no climate initiative for HUD at all and cites "ideologically motivated energy efficiency requirements" as a reason to eliminate the HOME program and "burdensome and expensive requirements in the name of 'climate change'" as a reason to restructure Native American housing funding.

- Partially done
Congress rescinded the money behind HUD's largest climate initiative. Section 30002 of P.L. 119-21 rescinds "[t]he unobligated balances of amounts made available under section 30002(a)" of the Inflation Reduction Act — the Green and Resilient Retrofit Program for Multifamily Housing. That is the single biggest climate line HUD carried, and it was struck from the Department's spending rather than merely from a request.
- Partially done
HUD began dismantling the climate lines in its own programs. It eliminated the Green and Energy Efficient mortgage-insurance-premium rate category for Section 232 healthcare mortgages (effective 2025-08-25), and Secretary Turner announced the parallel multifamily proposal as "the first step in eliminating the ideologically motivated green energy category", saying Americans are "no longer forced to subsidize misguided and inefficient green energy crusades". The multifamily half was finalized on 2025-09-23, leveling all premiums at 0.25 percent and eliminating the 2016 rate categories including Green and Energy Efficient Housing. One day after the first of these, on 2025-06-27, FHA rescinded the climate-adaptation standard in its own new-construction eligibility rules: Mortgagee Letter 2025-17 rescinds ML 2024-20, which had adopted the Federal Flood Risk Management Standard for Minimum Property Standards in Special Flood Hazard Areas, and "generally restores the eligibility standard that preceded the ML", effective immediately.

- FHA Mortgagee Letter 2025-17: Rescission of Federal Flood Risk Management Standard (FFRMS) for New Construction Eligibility (rescinds ML 2024-20; effective immediately)

Research notes
- The Quote is about the budget request, and the budget request is the weakest half of the record: neither the FY2026 discretionary request nor the FY2027 Budget carries a HUD climate line to repeal, and both were written by this administration. The load-bearing actions are the ones that removed climate requirements and money already in place, which is why they carry the events.
- Done was considered and not taken. “Climate change initiatives and spending” is an open-ended sweep, and an open-ended ask is done only when either the named core object is gone or an allowlisted statement says the sweep is complete. HUD has published neither, and resilience and mitigation requirements survive in CDBG-DR and CDBG-MIT, which HUD continued to administer through 2026 (waiver notices of 2025-08-05 and 2025-09-24, formula notice of 2026-08-13).
- P.L. 119-21 was read at govinfo and the section text quoted above was located after stripping stray null characters from the HTML and collapsing its whitespace, a known problem with how govinfo packages these files.
- The FHA Mortgagee Letters are not indexed in the Federal Register and the HUDCLIPS index is incomplete (see #1410’s notes for the route). ML 2025-17 was read in full from https://www.hud.gov/sites/dfiles/OCHCO/documents/2025-17hsgml.pdf on 2026-09-03. It is not a budget action, so it does not answer the Quote’s “budget request” wording directly; it is carried as Evidence on the 2025-06-26 event because that event is about HUD removing climate requirements already in place, which is what the record for this ask actually consists of.
- The FY2027 Budget PDF carries no printed day of publication and is dated to April 2026 from the whitehouse.gov upload path, the same convention #1439 uses.
