“Repeal Inflation Reduction Act programs providing grants for environmental science activities.”

What has happened

  1. Partially done

Congress took the money back without repealing most of the programs. Title VI of the reconciliation act enacted 2025-07-04 rescinds the unobligated balances of the Inflation Reduction Act's EPA grant programs one by one, including the ones that fund environmental science: section 60004 (IRA §60105, air-pollution monitoring grants), 60005 (§60106, air quality monitoring at schools), 60010 (§60111, greenhouse gas corporate reporting), 60011 (§60112, environmental product declaration assistance), 60014 (§60115, EPA reviews) and 60018 (§60401, environmental and climate data collection). One program was repealed outright — section 60002 repeals Clean Air Act §134, the Greenhouse Gas Reduction Fund — but the rest of the authorities survive in the statute books with their money gone. Enactment of part of the ask is `partial` under playbook §3b.

Research notes

  • The enrolled text was read at https://www.govinfo.gov/content/pkg/PLAW-119publ21/html/PLAW-119publ21.htm, with Title VI (sections 60001–60024) read in full; that page is the Evidence URL.
  • partial and not done because the Quote’s verb is repeal: rescinding unobligated balances defunds a program but leaves the authority standing, and only the Greenhouse Gas Reduction Fund was actually repealed. done would assert that the IRA’s environmental-science grant programs no longer exist in law.
  • The executive side of the same money is #1055 and #1065 (grant terminations, the $20 billion Greenhouse Gas Reduction Fund clawback); this item records only what Congress enacted.
