Request a budget that fully funds CBP temporary migrant facilities

Partially done

Printed page 140 5. Department of Homeland Security

“The next President should request a realistic budget that fully pays for these costs.”

What has happened

  1. Partially done

The administration's reconciliation request became Public Law 119-21, which appropriates $5,000,000,000 to CBP for the lease, acquisition, construction, design or improvement of facilities and checkpoints (section 90002(a)(4)) and $45,000,000,000 to ICE for single-adult and family detention capacity (section 90003). Public Law 119-98 adds a further $2,500,000,000 to the Secretary for the same title's purposes. The money the Quote wants requested has been requested and enacted; it is `partial` rather than `done` because nothing in the record establishes that the appropriation "fully pays" for the temporary facilities CBP operates, which is the test the Quote actually sets.

Research notes

The Quote asks the President to request a budget that fully pays for CBP’s temporary migrant facilities. The administration’s principal budget vehicle in the window has been reconciliation rather than the annual request, and it carried the money.
