FinCEN did open a fundamental rewrite of its program rules — the proposed rule "Anti-Money Laundering and Countering the Financing of Terrorism Programs" of April 10, 2026, part of "Treasury and FinCEN's efforts to modernize the Bank Secrecy Act" — but a rulemaking is not the review-and-report-to-Congress this Quote asks for, and no such report exists.

The April 2026 proposed rule (Federal Register 2026-07033) is recorded here as a lead. It would reform AML/CFT program requirements, enhance FinCEN’s role in supervision and harmonize program rules across institution types; the Deputy Secretary’s June 2025 remarks “Guiding Principles for Bank Secrecy Act Modernization” set it up. Neither is a retrospective review reported to Congress, so under playbook §3b’s “progress is measured on this ask” they do not move the Status.
