“Restart the China Initiative.”

What has happened

  1. Not started

DOJ has not announced a restart of the China Initiative. A House appropriations subcommittee's FY2026 Commerce-Justice-Science bill proposed reviving it, but the language was dropped before passage and the enacted FY2026 CJS appropriation (Public Law 119-74) contains no such provision.

No action found yet. This entry is the starting point, not a finding.

Research notes

  • Negative search: among the Federal Register documents, White House presidential actions, bills and public laws we keep and search, no record is titled or summarized “China Initiative”; a Federal Register full-text search for “China Initiative” since 2025-01-20 returns none; the reported-House text of H.R. 5342 (FY2026 CJS, https://www.govinfo.gov/content/pkg/BILLS-119hr5342rh/html/BILLS-119hr5342rh.htm) and the enrolled H.R. 6938 (became Public Law 119-74, https://www.govinfo.gov/content/pkg/BILLS-119hr6938enr/html/BILLS-119hr6938enr.htm) contain no occurrence of the phrase.
  • Leads (off allowlist): Asian Americans Advancing Justice reported the House subcommittee push and its removal (“House drops effort to revive China Initiative”); Asia Times 2025-07 “US moving to revive China Initiative”; WilmerHale 2025-11-13 on DOJ using the False Claims Act against universities over China-affiliated researchers — a tactic, not the named program.
  • S. 418 “Defending Defense Research from Chinese Communist Party Espionage Act of 2025” (referred to Armed Services) is about DoD research security, not a DOJ initiative.
