“Restore revenue responsibility for Title I funding to the states over a 10-year period.”
What has happened
- Not started
Nothing has phased the federal Title I appropriation down toward the states. The nearest legislative vehicle, H.R. 2691 ("To abolish the Department of Education and to provide funding directly to States for elementary and secondary education"), was referred to the House Education and Workforce Committee on 2025-04-07 and never marked up; no bill proposes a 10-year phase-out of the federal share. Title I appropriations continued and the Department kept administering the program.

Research notes
- Negative search: no Federal Register rule, proposed rule or notice since 2025-01-20 mentions a phase-down of the federal Title I share; no bill in the 119th Congress corpus (18,433 bills as of 2026-08-26) matches “Title I” with a phase-out or revenue-responsibility transfer.
- The Department’s flexibility push (Ed-Flex, #804) waives conditions on how states spend federal money. It does not change who raises it, which is what this Recommendation asks.
