Title I, Part A remains an ESEA formula grant administered under the Department of Education's authority and conditions. The Department did move K-12 program administration out of the building — but to the Department of Labor, under the 2025-11-18 Elementary and Secondary Education Partnership, not to HHS's Administration for Children and Families, and with ED keeping the statute, the money and oversight. The 2026-02-23 HHS agreement covers school-safety and family-engagement programs (Project SERV, School Safety National Activities, Ready to Learn, Full-Service Community Schools, Promise Neighborhoods, Statewide Family Engagement Centers), not Title I. No bill transferring Title I to HHS has been introduced.
