Reverse the degradation of the U.S.–Saudi partnership
Printed page 185 6. Department of State
“Related policies should include reversing, as appropriate, the Biden Administration’s degradation of the long-standing partnership with Saudi Arabia. … Relations with Saudi Arabia should be strengthened in a way that seriously curtails Chinese influence in Riyadh.”
What has happened
- Done
The President determined that the proposed U.S.-Saudi agreement for cooperation concerning peaceful uses of nuclear energy (a section 123 agreement) will promote and not constitute an unreasonable risk to the common defense and security, and transmitted it to Congress. Taken with the Major Non-NATO Ally designation, this is the partnership restored and deepened; a U.S. civil-nuclear agreement also directly displaces the Chinese and Russian offers the Quote worries about.
- Partially done
The President designated the Kingdom of Saudi Arabia a Major Non-NATO Ally, the strongest formal upgrade of the bilateral security relationship available without a treaty.
