EPA has started dismantling the Good Neighbor Plan from the state end. Phase 1 of its reconsideration proposes to approve the interstate transport plans of eight states — Alabama, Arizona, Kentucky, Minnesota, Mississippi, Nevada, New Mexico and Tennessee — which, if finalized, takes them out of the federal plan the agency imposed after disapproving their submissions. EPA describes the previous approach as "overly burdensome federal requirements". The 2022 expansion to pipelines, cement, steel, glass, mining, chemicals, refining, paper and incinerators across twenty states has not been reversed.
