Review, amend, or withdraw all major USAID policies within the first year
Printed page 272 9. Agency for International Development
“All major agency policies should be reviewed and amended or withdrawn within the new Administration’s first calendar year in office.”
What has happened
- Partially done
USAID's own Federal Register notice records the reorganization, the transfer of certain foreign-assistance functions to State and "a reduction-in-force of nearly all USAID personnel" — the Primary record that no one remained to review or reissue agency policy. USAID has no active entry in the current Unified Agenda on reginfo.gov, so no replacement policy is planned either.
- Partially done
USAID ceased implementing foreign assistance and its policy framework lapsed with it, inside the first calendar year the Quote sets as the deadline. This is withdrawal — one of the two outcomes the Quote asks for — achieved by a mechanism the Mandate did not name (§3, achieved by other means): the policies were not reviewed and amended to reflect the new Administration's viewpoint, they simply stopped applying when the agency that issued them stopped operating.
- Attempted
State and USAID notified Congress of a reorganization that would realign certain USAID functions to the Department by 1 July 2025 and discontinue "the remaining USAID functions that do not align with Administration priorities". No review of the agency's major policies was published, and no policy was amended; the instrument aimed at the agency, not at its policy corpus.

Research notes
-
partial rather than done because the Quote asks for a review producing amendment or withdrawal, and what happened was neither: the agency’s policies were not withdrawn by any act, they lost their subject. partial rather than not started because the outcome the Quote would accept — the major policies no longer standing — is the outcome. Recorded in Judgment calls.
-
Contrast #736, which asks only that the DDI-area policies be “edited or rewritten entirely”: that outcome did not occur in any form, so #736 stays not started.
