Review and approve LNG export applications expeditiously
Printed page 377 12. Department of Energy and Related Commissions
“Ensure that LNG export approvals are reviewed and processed in a timely manner. In particular: 1. Ensure that LNG export applications are reviewed and approved expeditiously.”
What has happened
- Partially done
DOE amended its 10 CFR 590 administrative procedures for natural gas import and export applications, and by then had closed the 2024 LNG Export Study record (22 May 2025) that had held the pending non-FTA applications. DOE's own summary of 17 June 2026 shows the long-term docket moving again, with approvals, amendments and extensions issued through the period. Partial rather than done: extensions and amendments are still pending across the docket and no service standard or deadline for review was adopted.
- Attempted
DOE rescinded the 2023 policy statement on export commencement deadlines in non-FTA export authorizations, removing the seven-year construction clock that had constrained long-term LNG authorizations.

Research notes
Congress moved on the same subject: the House passed H.R. 3668, promoting interagency coordination for reviewing Natural Gas Act section 3 authorizations, 213-184 on 12 December 2025 (Roll no. 334). One-chamber passage would be attempted on its own and does not raise a Status already at partial.
Boundary call: an alternative reading takes restarted, streamlined and flowing approvals as the asked-for state and would level this done.
