What has happened

USCIS has been working through its own guidance since. Policy Alert PA-2025-06 rescinded the Policy Manual's statelessness guidance expressly "to align with recent Executive Orders", naming EO 14161; the December 2025 alert rescinded expedited naturalization processing for certain SSI beneficiaries; the Policy Manual updates page carries a continuing run of alerts in the same direction. A documented implementing action against the directive makes this `partial`. It is not `done`: USCIS has published no statement that the review of all internal memoranda is complete, and the Policy Manual and the separate policy-memoranda collection both still carry pre-2025 guidance.

EO 14159 section 3(b) orders agencies to revoke all memoranda, guidance or policies based on the four revoked Biden executive orders, and section 16 orders the rescission of the previous administration's policy decisions that led to the continued presence of illegal aliens. That is the review-and-repeal instruction; on the day it was signed no USCIS memorandum had been touched.

Another open-ended “review and repeal any memo” ask, leveled the same way as #377.
The instrument here is the USCIS Policy Manual rather than a departmental memorandum: USCIS moved most of its legacy policy memoranda into the Manual years ago, so a repeal now takes the form of a Policy Alert amending or rescinding a Manual section. PA-2025-06 is the cleanest example because it says on its face that it is rescinding to align with the new executive orders.
