   ED's own deregulatory output continued through 2026 - Ed-Flex expansion and ESEA flexibility guidance in May, and proposed or final rescissions of the Equity Assistance Center regulations (2026-06-25), the International Education and Fulbright-Hays regulations (2026-07-01), the vocational education guidelines (2026-07-23), the Title VI disparate-impact provisions (2026-07-24) and EDGAR (2026-08-24).

   The school meals half was reviewed at USDA rather than ED, and produced deregulatory rules: the elimination of the state ameliorative action reporting requirement for school meals eligibility verification, and companion rescissions in the Child and Adult Care Food Program and Summer EBT in May and June 2025.

   ED opened the review of its own postsecondary regulations, announcing public hearings and negotiated rulemaking committees on Title IV programs and naming Public Service Loan Forgiveness, Pay As You Earn and Income-Contingent Repayment as the topics - the income-driven student loan program the Quote names. The review produced rules: the PSLF employer-eligibility rule of 2025-10-31 (FR 2025-19729, cited on #889) and the Reimagining and Improving Student Education rule of 2026-05-01 (cited on #851).
