Moved nearby, and by the wrong actor. All three systems the Quote names have been reviewed inside the window — and every one of those reviews is independent oversight rather than the Administration's own. **Financial management**: the Commerce Inspector General opened an audit on 2025-01-30 (report 2025-510) "to assess the Department's efforts to transition Census Bureau financial operations to the Business Applications Solution". **Information technology**: GAO reported on 2026-06-04 that the Bureau had fully implemented leading practices for risk management on its Enterprise Data Lake modernization and that its cost estimate was reliable, but that its schedule was "not comprehensive, well-constructed, credible, or updated regularly"; the OIG opened an audit of the Bureau's enterprise cybersecurity support contract on 2026-02-03 (report 2026-531). **Human resources**: the OIG found on 2025-02-12 that the Bureau "does not have effective strategies to address staffing gaps and high vacancies in field representative positions" (OIG-25-013-I), and on 2025-09-16 that it had not finalized its staffing plan for the 2026 Census Test (OIG-25-030-A). None of these is the Administration conducting a review to control costs and reverse failed investments; an Inspector General's audit and a GAO engagement identify problems and recommend, and the Quote asks the Department to act. The Bureau's own in-window rulemakings are seven pieces of regulatory housekeeping — boundary-change cutoff dates, the official seal, population-estimate challenges, personal-census-data language, the release of decennial population information, special census services and the age-search fee — none of which touches its business systems.

The Quote’s actor is “the new Administration”, and oversight of an agency is not the agency reviewing itself, so these carry Evidence on a not started event under §3b’s moved-nearby device rather than climbing the ladder. A reader should be able to see that the systems were examined and that the Department was not the one examining them.
