    Moved nearby: the Department reviewed the 2030 program and it was not the cost estimate it reviewed. GAO reported on 2026-06-04 that "as a result of the Department of Commerce's review of the 2026 Test, the Bureau determined that the 2026 Test would focus on two key priorities" — piloting in-field enumeration by Postal Service staff, and field infrastructure, staffing and training — and that the Bureau consequently cut the test from six sites to two and reduced or eliminated 10 of the 19 operational activities it had planned to test, which GAO says risks the Bureau finalizing the 2030 design without knowing whether those features work. The Commerce Inspector General looked at the same test from the other end and found on 2026-03-16 that the Bureau "could not provide documentation supporting how it planned, executed, and oversaw the test site selection process" (OIG-26-012-I). So there was a departmental review of 2030 planning, and it narrowed a field test. **The Quote's object is the lifecycle cost estimate**, and no audit of the LCCE was announced or published, on Day One or since, and no new LCCE has been issued; §3b's "progress is measured on this ask" keeps a test-design review off the ladder. The 2030 program otherwise ran through the window on its existing plan — the Redistricting Data Program's Block Boundary Suggestion Project opened 2025-07-30, the 2026 Operational Test cleared OMB on 2026-02-03, and the Local Update of Census Addresses operation cleared on 2026-02-17.

  • GAO and the Commerce OIG were both readable after all (read-queue ticket 02 round 2, 2026-09-05). gao.gov answers 200 to the full browser header set; only its search and sitemap are broken, so the route is www.gao.gov/agencies → /agencies/us-census-bureau. oig.doc.gov does not resolve but www.oig.doc.gov does, with a 2,842-URL sitemap and a working filtered report search. The Commerce OIG’s only in-window LCCE-adjacent product is the test-site methodology evaluation above; its life-cycle-cost-estimate report (2020-census-2016-census-test-indicates-the-current-life-cycle-cost-estimate-is-incomplete...) is from the 2020 cycle and long before the window.
