Countervailing, and left at `partial` for that reason: the canceled climate-smart program was relaunched by NRCS as Advancing Markets for Producers (FR 2026-02625, 2026-02-10, "Formerly Partnerships for Climate-Smart Commodities"), and EO 14414 (signed 2026-06-25) commits the administration to maximize funding of the Regenerative Pilot Program and "significantly increase Federal investment in regenerative agriculture practices, research, and education". Both are voluntary incentive programs rather than eligibility conditions, so neither reverses the review; both are exactly the kind of USDA practice-promotion the Quote has in view.

Secretary Rollins directed a review of Inflation Reduction Act funding "to ensure that programs are focused on supporting farmers and ranchers, not DEI programs or far-left climate programs", and USDA then ran a line-by-line review of every Partnerships for Climate-Smart Commodities award — the program that paid farmers to adopt USDA's preferred practices — and canceled it, keeping only projects where a significant share of the money reached farmers. Across the same review USDA terminated 597 grants and over 3,000 contracts totalling $5.5 billion. `partial` and not `done` because the Quote asks for a review of "existing efforts" generally and only the climate-smart cluster is documented.
