What has happened

    The Individuals with Disabilities Education Act is unamended and a child's share of federal special education money is still a formula grant to the state and district, not something a family can direct. The administration's one large move on IDEA is administrative: the ED-HHS special education partnership aligns ED's programs with Head Start, Medicaid, CHIP and the Title V block grant, and moves no money to families. No bill in the 119th Congress would make a child's IDEA funds available to parents; the special education bills on file are an IEP-notification measure and full-funding bills that go the other way.
