“The new CHCO should examine how the existing members of the Senior Executive Service (SES) at USAID should be reworked throughout the agency and should institute an SES Mobility Program to encourage the regular rotation of senior career leaders, including through details to other departments and agencies.”

USAID notified Congress on 2025-03-28 that it would realign some functions to the State Department by 1 July 2025 and discontinue the rest, and on 2025-07-01 the Secretary of State announced that USAID officially ceased implementing foreign assistance. USAID's Senior Executive Service cadre went with the agency and no SES Mobility Program was created; nothing found on opm.gov or in the Federal Register records a USAID SES rotation program. There was no Chief Human Capital Officer to examine the question (see #717).
