USAID notified Congress on 2025-03-28 that it would realign some functions to the State Department by 1 July 2025 and discontinue the rest, and on 2025-07-01 the Secretary of State announced that USAID officially ceased implementing foreign assistance. USAID's contract and grant competitions ended with the agency, and with them the Technical Committees that reviewed applications; nothing found seats outside experts on any successor review panel at State. **Unassessed clause:** the Quote asks the agency to engage "qualified experts … (if they are free of conflicts of interest)", which names qualities of a person, and this site does not assess an appointee's personal qualities (GLOSSARY.md, *Unassessed clause*). That is the government-wide analogue of seating outside experts on Technical Committees, but the committees the Quote names were USAID’s, and USAID’s competitions ended on 2025-07-01.
