Seat the OPM Director in the President's Cabinet

Not started

Printed page 83 3. Central Personnel Agencies

“If "personnel is policy" is to be our general guide, it would make sense to give the President direct supervision of the bureaucracy with the OPM Director available in his Cabinet.”

What has happened

  1. Not started

The OPM Director is not in the Cabinet. The whitehouse.gov Cabinet page lists the Secretaries and the officials given Cabinet rank — the Director of National Intelligence, the OMB Director, the CIA Director, the EPA and SBA Administrators, the Trade Representative and the National Cyber Director — and the Director of the Office of Personnel Management is not one of them. Scott Kupor was confirmed to the post on 2025-07-09 and has driven the administration's workforce agenda from it, but no presidential action or Federal Register document grants the office Cabinet status. Dated to the confirmation, the only dated event on the record for this post.

Research notes

Researched 2026-08-27.

  • The White House Cabinet page (whitehouse.gov/administration/cabinet), fetched 2026-08-27 and read: the page lists the Cabinet and the officials accorded Cabinet rank — the Secretaries, the Director of National Intelligence, the Director of the Office of Management and Budget, the Director of the CIA, the Administrator of the EPA, the Administrator of the Small Business Administration, the United States Trade Representative and the Office of the National Cyber Director. The Director of the Office of Personnel Management is not among them. Not written as Evidence because the page carries no date; it is the finding, and it is recorded here.
  • Scott Kupor was confirmed as OPM Director on 2025-07-09 (Senate Record Vote 379, 49–46) and signs the government-wide personnel memoranda cited throughout this chapter. Confirmation is not Cabinet status.
  • Negative search: White House presidential actions and the Federal Register for any grant of Cabinet rank to the OPM Director since 2025-01-20 — nothing.

See #106, which asks the broader question and is partial on the priority half.

Unified Agenda (reginfo.gov, checked 2026-09-01). OPM’s full 2026 agenda (agency code 3206, active stage, 36 RINs) was read, and nothing in it bears on the Director’s Cabinet status — nor could it, since Cabinet rank is conferred by the President and not by rulemaking. The agenda is busy where this chapter’s rulemaking-shaped asks live, and those asks were already answered from published OPM rules; they stand above not started and this check did not change them.
