No minimum percentage of any mission's or bureau's portfolio has been reserved for new, underutilized or local partners. State's report to Congress on locally led development describes the direction of travel but sets no floor, and says only that "future efforts could focus on identifying opportunities to increase local participation in program design and implementation". The one published share figure - 13 percent of the first U.S. contribution to OCHA pooled funds obligated to local partners - is a reported outcome, not a requirement. USAID's overseas missions, the object of the Quote, ceased to administer assistance on 2025-07-01.
