“The next conservative Administration should rescind all climate policies from its foreign aid programs (specifically USAID’s Climate Strategy 2022–2030); shut down the agency’s offices, programs, and directives designed to advance the Paris Climate Agreement; and narrowly limit funding to traditional climate mitigation efforts.”
What has happened
- Done
USAID's offices and programs - Paris-related and otherwise - ceased with the agency on 2025-07-01; programs aligned with administration policy moved to State and the rest were discontinued. No climate office survives in the successor structure: the FY2027 State budget justification does not use the word "climate" once.

Executive Order 14162 ordered the United States out of the Paris Agreement, treating the withdrawal as effective immediately on notification, revoked the U.S. International Climate Finance Plan, and required the USAID Administrator to report on rescinding the policies that implemented it. The order shut nothing down by itself.
