Study Executive Order 14086 and suspend provisions burdening collection

Research notes

• Negative search, 2026-08-27. EO 14086 has not been revoked, amended or suspended: a Federal Register full-text search for “14086” since 2025-01-20 returns only unrelated documents whose own numbers contain 14086, plus Commerce information-collection notices (2026-02-23, 2026-06-01/02) showing the EU-U.S. Data Privacy Framework the order underpins is still operating; EO 14148 (Initial Rescissions, 2025-01-20, loaded) does not list it; a search of presidential documents in the Federal Register and White House presidential actions for “14086” and “signals intelligence” is empty.
• The Privacy and Civil Liberties Oversight Board’s September 2025 report on implementation of EO 14086 safeguards and its 2025-11-13 statement on the redress mechanism (documents.pclob.gov; pclob.gov opens) find the order implemented across the IC — the opposite of a suspension. Leads, not Evidence, because they are not events on this ask. The January 2025 removal of PCLOB’s Democratic members is widely reported but was not found on an allowlisted page.
• No “immediate study” of the order’s implementation has surfaced on whitehouse.gov or dni.gov (dni.gov refused to open for us).
• Searched again, 2026-08-27. A Federal Register full-text search for “Executive Order 14086” across all document types since 2025-01-20 returns four documents, all Commerce information-collection notices for the Data Privacy Framework program (2026-02-23 x2, 2026-06-01, 2026-06-02) — the framework the order underpins is still being administered. “signals intelligence” restricted to presidential documents returns one document since 2025-01-20, the 2026-02-03 Cuba order, which does not touch EO 14086. No statute reaches it either: the Intelligence Authorization Act for FY2026 (Division F of P.L. 119-60, read at https://www.govinfo.gov/content/pkg/PLAW-119publ60/html/PLAW-119publ60.htm) contains no signals-intelligence safeguards provision.
