“Find opportunities to transfer work and funding to states and tribes.”

Nothing transfers OLEM cleanup work or funding to states and tribes. The FY 2026 Congressional Justification runs the opposite way on the cleanup program itself: it says EPA "will continue to execute its non-delegable, federal responsibility to remediate sites", and the Superfund Remedial reduction it proposes is a cut (-$187.8 million / -823.1 FTE), not a transfer.

Research notes
- One negative search covered the OLEM and Superfund asks on pp. 431-433.
- The FY 2026 CJ’s cooperative-federalism language is about permitting and state implementation of the air and water programs, not about moving Superfund or RCRA cleanup work to states and tribes. The Superfund Remedial section says the remediation responsibility is non-delegable.
