    The National Contingency Plan was not revised to modernize or streamline the cleanup process. The only NCP action in the window is an interim final rule of 2025-11-17 moving one date in Subpart J — the transition period for products on the NCP Product Schedule, which governs dispersants used on oil spills. It does not touch the remedial process the Quote is about.

  • A Federal Register search of EPA documents since 2025-01-20 for “National Contingency Plan” → 6 documents: three Federal Agency Hazardous Waste Compliance Docket updates, one CERCLA preauthorization information collection, one CWA hazardous substance facility response plan proposal, and the Subpart J date extension above. None revises the NCP’s cleanup process.
  • The Subpart J rule is attached to the not started event so the near miss is visible on the page, as was done for #1089, #1099 and #1104.
  • EPA’s full regulatory agenda, searched 2026-09-01. We read EPA’s entire Unified Agenda on reginfo.gov (214 entries across the active, long-term and completed stages), because the Federal Register prints only the entries that need a Regulatory Flexibility analysis and the 2026-08-27 negatives were taken from that shortened version. The Subpart J transition-date extension already on the event is RIN 2050-AH43 (EPA/OLEM, Final Rule Stage, 40 CFR 300 and 110, interim final 2025-11-17 at 90 FR 51181, final 12/2026): https://www.reginfo.gov/public/do/eAgendaViewRule?pubId=202510&RIN=2050-AH43, and it is the only National Contingency Plan entry in the whole agenda.
