Use SES transfers to install aligned HUD leadership

“HUD political leadership should immediately assign all delegated powers to politically appointed PDAS, DAS, and other office leadership positions; change any current career leadership positions into political and non-career appointment positions; and use Senior Executive Service (SES) transfers to install motivated and aligned leadership.”

What has happened

  1. Not started

Nothing on the public record shows HUD reassigning Senior Executive Service members to install aligned leadership. The presidential memorandum "Restoring Accountability for Career Senior Executives" of 2025-01-20 tells every agency head to use the SES reassignment authority, but it is government-wide and names no HUD action, and progress on this ask is measured at HUD. The only HUD SES document published in the window is its routine annual Performance Review Board notice (2025-11-18, `2025-20207`), which appoints the board that reviews senior-executive performance and moves nobody. The appendix to EO 14410 (2026-06-03), which is the one instrument in the window that names HUD posts individually, was read in full on 2026-09-06 and reaches no Senior Executive Service position and orders no reassignment; it is recorded on #1405. Research notes

  • Lead, not Evidence for this ask: the presidential memorandum “Restoring Accountability for Career Senior Executives” (signed 2025-01-20, https://www.federalregister.gov/documents/2025/01/30/2025-02042/restoring-accountability-for-career-senior-executives). It is the enabling directive and it is government-wide; the rule that progress is measured on this ask keeps it out of the Evidence, because the Quote asks HUD’s political leadership to use the authority, not the President to grant it.
  • A Federal Register search for “Senior Executive Service” in HUD’s documents since 2025-01-20: one document, the Performance Review Board notice.
  • HUD’s own account of its workforce actions in the first hundred days (https://www.hud.gov/news/hud-no-25-059, 2025-04-29) describes deferred resignations and contract cuts, not SES reassignments.
