Use the CEA as the senior internal White House economists
Printed page 56 2. Executive Office of the President
“A future conservative Administration should utilize the CEA as the senior internal White House economists much as the White House Counsel's office functions as the senior internal White House lawyers.”

No instrument makes the Council of Economic Advisers the White House's senior internal economists in the way the Counsel's office is its senior lawyers. The Council has been staffed — Stephen Miran confirmed as Chairman on 12 March 2025, Christopher Phelan on 7 August 2026 after Miran left for the Federal Reserve Board — and its Chairman sits on the National Energy Dominance Council. But nothing published assigns the CEA the standing role the Quote describes, and the economic analysis behind the administration's signature decisions has been run out of Treasury, Commerce and USTR rather than the Council.

Research notes
Negative search. Senate nominations for the Council (congress.gov); all executive orders in the window listed by title; NSPM-1 and EO 14213 read in full. The comparison the Quote draws is an organizing principle rather than an instrument, so this is one of the items most likely to be delivered without leaving a public record.
