Guarantee the CEA a seat at the policymaking table
Printed page 56 2. Executive Office of the President
“Structurally, the White House Chief of Staff should ensure that the CEA has a seat at the policymaking table on all relevant policy.”
What has happened
- Partially done
The Council has a seat at one table, given by executive order rather than by the Chief of Staff. EO 14213 establishes the National Energy Dominance Council inside the Executive Office of the President and names the Chairman of the Council of Economic Advisers as a member alongside the Cabinet, the OMB Director, the U.S. Trade Representative and the heads of the other EOP policy councils; the Council's functions "shall report to the Office of the Chief of Staff". That is the CEA seated on a first-order policy body, reporting through the office the Quote names. It is one policy area, not the guarantee across "all relevant policy" that the Quote asks the Chief of Staff to give.

Research notes
Read EO 14213 in full at govinfo. The CEA Chairman also co-chaired the Interagency Working Group on the Social Cost of Carbon that EO 14154 disbanded (see #92), which removes rather than adds a seat. No standing instruction from the Chief of Staff of the kind the Quote asks for has been published.
