    OASH's Office of Population Affairs - the office that published the 2022 "Gender-Affirming Care and Young People" material - now carries HHS's Treatment for Pediatric Gender Dysphoria: Review of Evidence and Best Practices, dated 19 November 2025, together with a "Wolves in White Coats" report and video and a "Gender Ideology and Left-Wing Authoritarianism" page; the old gender-affirming-care URL returns 404. OASH's affirmative support has been replaced with material against these interventions. Held at partial rather than done because no allowlisted document records a formal withdrawal of the OASH recommendations, and a 404 is an observation rather than Evidence.

    Executive Order 14187 section 3(a)(i) directs agencies to rescind or amend all policies relying on WPATH guidance, section 3(a)(ii) orders the Secretary of HHS to publish a review of best practices within 90 days, and section 5(b) orders the withdrawal of the March 2, 2022 HHS guidance on gender-affirming care. A directive to OASH's parent department; nothing had changed on OASH's own pages yet.

  • Checked 2026-08-28: opa.hhs.gov can be read and serves a sitemap, though hhs.gov itself was then closed to us. opa.hhs.gov/adolescent-health/gender-affirming-care-and-young-people no longer exists; the current navigation lists Gender Dysphoria Resources, the Gender Dysphoria Report, the “Wolves in White Coats” report and video, and Gender Ideology and Left-Wing Authoritarianism.
  • The report’s date comes from the PDF itself: its metadata gives CreationDate 2025-11-18 and the cover page reads “Department of Health and Human Services / November 19, 2025”. The site page carries no date.
  • Federal Register full text “Gender Affirming Care, Civil Rights” since 2025-01-20 returns only EO 14187 itself. That negative was correct and misleading: OCR performed the withdrawal by signed letter on 2025-02-20, found and read on 2026-09-03 and now carried as Evidence on #1396. It is a departmental instrument rather than an OASH one, which is why it is not attached here.
  • Read on 2026-09-03 and deliberately not leveled on: health.gov/priorities, Priorities of the Office of the Assistant Secretary for Health, which every FY2026 OPA notice of funding opportunity requires alignment with, is OASH saying in its own voice that “it is a priority of OASH to protect children from such interventions and, to the extent permitted by applicable law, including any applicable court orders, OASH will deprioritize programs that engage in these practices”, and that “OASH will prioritize OASH programs and funding that accurately reflect the scientific biological reality of sex.” That is squarely on this ask and would strengthen the partial, or arguably lift it — but the page carries no date of its own, so it is a source we read that cannot be dated, and cannot be Evidence. The earliest defensible date would be a NOFO that references it (2026-06-23 for the TPP Tier 1 NOFO).
