Congress has not restructured the Commissioned Corps. No bill of the 119th Congress reorganizes the Corps' chain of command or its appropriations, and none has passed a chamber. The only executive movement is an HHS proposal to update the 1969 appointment-standards regulation at 42 CFR part 21 (RIN 0937-AA14, NPRM listed for 07/2026, not yet published), which changes who may be commissioned rather than how the service is commanded or funded.
