He was President Ronald Reagan’s first-term Office of Personnel Management Director when The Washington Post labeled him “Reagan’s Terrible Swift Sword of the Civil Service” for cutting bureaucracy and reducing spending by billions of dollars. He was a professor at the University of Maryland and Bellevue University and is a columnist and author of 10 books, including his recent The Enduring Tension.”
