Amplify NCSC's counterintelligence authorities without creating a new agency

Not started

Printed page 218 7. Intelligence Community

“While there is no need to create a separate agency, a future President and DNI should amplify NCSC’s authorities and roles with respect to counterintelligence strategy, policy, outreach, and governance, including supporting necessary Joint Duty Assignments (JDA) for FBI and CIA personnel.”

What has happened

  1. Not started

No new counterintelligence authority was given to the National Counterintelligence and Security Center. The Intelligence Authorization Act for FY2026 touches the NCSC once, at section 6701, which amends section 1107 of the National Security Act so that the NCSC Director produces the annual report on Chinese Communist Party influence operations "in coordination with" the FBI, CIA and NSA Directors, and adds two required contents (Chinese police presences in the United States, and Chinese colleges and universities conducting military research). That is a reporting duty with added coordination partners, not an amplification of the Center's counterintelligence strategy, policy, outreach or governance authorities, and nothing addresses Joint Duty Assignments for FBI and CIA personnel.

What was searched, and what didn’t count as evidence

Research notes

  • Leveled the same way as #572 in this chapter: Congress legislated on the ground the Quote names but granted none of the thing asked for, so the Status stays not started with the Act attached as dated Evidence.
  • A Federal Register full-text search for “National Counterintelligence and Security Center” since 2025-01-20 returns two documents, a FAR proposed rule on semiconductor prohibitions and a Privacy Act notice — neither an authority change.
  • This ask is also covered by a single negative search of the counterintelligence asks on p. 218.
