What has happened

    One committee jurisdiction was broadened, by statute. Section 6701 of the Intelligence Authorization Act for FY2026 amends section 1107 of the National Security Act so that the annual report on Chinese Communist Party influence operations and campaigns in the United States goes to the Judiciary Committees of both chambers as well as the congressional intelligence committees, and must be prepared by the Director of the NCSC in coordination with the FBI, CIA and NSA Directors and any other relevant IC element head. The same section adds two new required contents: a list of PRC provincial and municipal law-enforcement institutions tied to a Chinese police presence in the United States, and a list of PRC colleges and universities conducting military research. `partial`, not `done`: one reporting stream to two extra committees is not the general flow of additional China intelligence to broader committee jurisdictions that the Quote asks for.
