Apply PEPFAR's data reporting reforms to all USAID global health programs

What has happened

   The America First Global Health Strategy takes PEPFAR's reporting system as its evidence base - it is the system that showed only about 40 percent of PEPFAR's budget reaching service delivery - and extends data discipline across all U.S. health foreign assistance: aligning on "the minimum set of data fields that need to be collected", data governance frameworks, long-term data-sharing agreements covering "emerging threat surveillance, program management, and legislatively required reporting", and performance benchmarks in every bilateral memorandum of understanding that gate the release of future funding. `partial` and not `done`: the direction is integration into each country's own health information systems rather than extension of PEPFAR's U.S.-run reporting, and USAID's global health programs no longer exist as a separate object - they are run by State's Bureau of Global Health Security and Diplomacy.
