Printed page 206 7. Intelligence Community

“If necessary, for lack of results from the National Open Source Committee, the DNI should appoint the Principal Deputy Director of National Intelligence (PDDNI) as chairman to prioritize and promote accountability for the IC’s 18 agencies toward this effort.”

Aaron Lukas was confirmed as Principal Deputy Director of National Intelligence on 2025-07-22 (Senate roll call 119-1-424, 51-46), so the officer the Quote names is in post; but no allowlisted record shows the DNI appointing the PDDNI as chairman of the National Open Source Committee. Federal Register full-text search for "National Open Source Committee" since 2025-01-20 returns 0 documents and the Committee appears nowhere in P.L. 119-60 Division F. Retested for ticket 04 on 2026-09-03 against ODNI's own site, which is readable after all: ODNI's own RSS feed (`odni.gov/feed/`) was read in full on 2026-09-03 — 536 items spanning 2005 to 2026-08-20, which is the complete public inventory of ODNI press releases, reports, remarks, biographies and Intelligence Community Directives, and the string "National Open Source Committee" occurs in none of them. ODNI's leadership page, read the same day, describes PDDNI Lukas's duties without mentioning the Committee. How far this negative reaches: ODNI's published record and the Federal Register; an internal IC committee chairmanship need not be announced in either.

Research notes

  • This ask is an appointment, so we checked first our roster of the people the Mandate credits. No entry carries a current office of Principal Deputy Director of National Intelligence or of chairman of the National Open Source Committee; the roster’s only ODNI entry is William Ruger (DDNI for Mission Integration, 2025-04-14 to about 2026-06-25).
  • Senate nominations from congress.gov supplied the PDDNI confirmation, whose Senate roll-call page is the fetchable Primary. It is carried as Evidence on the not started event because it establishes that the office exists and is filled — the half of the ask that is checkable — while the chairmanship the Quote asks for is not evidenced anywhere.
  • The National Open Source Committee is an internal IC body with no Federal Register footprint. ODNI’s own site is readable and does not mention the Committee anywhere in 536 published items. This ask is also covered by a single negative search of Executive Order 12333 and the DNI’s authorities.
