“Clarify the DNI’s role as leader of the IC as an enterprise in building the IC’s capabilities around its open-source collection and analytic missions.”

What has happened

  1. Not started

Nothing since 2025-01-20 clarifies the DNI's role as the IC's enterprise leader for open-source collection and analysis, and the negative is no longer taken from a 403. ODNI's own RSS feed (`odni.gov/feed/`) was read in full on 2026-09-03 — 536 items spanning 2005 to 2026-08-20, which is the complete public inventory of ODNI press releases, reports, remarks, biographies and Intelligence Community Directives — and it carries no Intelligence Community Directive, memorandum or policy on open-source leadership. The only three ICDs published in the window are ICD 124 (Electronic Medical Devices), ICD 711 (Prepublication Reviews) and ICD 712 (Requirements for Certain Employment Activities by Former Intelligence Community Employees), all posted 2026-05-01. The words "open source" occur twice in the whole inventory, both inside DNI remarks — an AWS Summit transcript of 2025-06-10 and the 2025 Annual Threat Assessment opening statement of 2025-03-26 — which is speech, not an instrument. Federal Register full-text search for "open source intelligence" returns three unrelated documents and "National Open Source Committee" returns none; P.L. 119-60 Division F contains no OSINT title. The governing document remains the IC OSINT Strategy 2024-2026, released by ODNI and CIA on 2024-03-08, before the evidence window. How far this negative reaches: ODNI's published record and the Federal Register. Intelligence Community Directives are frequently not posted, so an unpublished directive cannot be excluded.

Research notes

  • The IC OSINT Strategy for 2024-2026 was released jointly by ODNI and CIA on 2024-03-08 (https://www.cia.gov/stories/story/ic-osint-strategy-rollout/, read in full). It predates the evidence window and is not an act of this administration, so it is context, not Evidence, and it is not enough to mark the ask Already true: a strategy document is not the clarification of the DNI’s enterprise leadership role that the Quote asks for, and Already true is for asks that were actually satisfied before 2025-01-20.
  • ODNI’s site can be read, despite an earlier note that it could not: the leadership page (https://www.dni.gov/index.php/who-we-are/leadership, which now redirects to https://www.odni.gov/leadership/) opens, as do ODNI’s RSS feed and the ODNI 2.0 fact sheet (now on archive.dni.gov). What cannot be used is only the site’s own search, which refused every query, and its sitemap; the RSS feed is a complete substitute for both. Checked again 2026-09-03.
  • This ask is also covered by a single negative search of Executive Order 12333 and the DNI’s authorities.
