  1. Not started

    The Department of Labor has approved no non-public worker organization as an administrator of unemployment compensation under section 303(a)(2) of the Social Security Act. Section 303(a)(1)–(2) still requires methods of administration and personnel standards on a merit basis, and no Federal Register notice, rule or unemployment insurance program letter in the window makes such an approval. The Unemployment Insurance Program Letter channel, where such an act would be announced, was enumerated on 2026-09-06 through ETA's own advisories index: filtering to the UIPL category and to issue dates from 2025-01-20 returns exactly 25 advisories, and every one is routine. Fourteen are quarterly Disaster Unemployment Assistance minimum benefit amounts, annual COLA and General Schedule pay adjustments, sequestration implementation, resource planning targets, State Quality Service Plan guidance, RESEA funding allotments, Payment Integrity Information Act reporting procedures and identity-verification funding; the four in-window changes to earlier letters cover the transition of UI reporting and Benefit Accuracy Measurement applications off the UI Data Base, FY2024 funding amendments, and the rescission of UIPL 01-24 on equitable access; UIPL 02-26 removes summary and background language from active guidance to align it with EO 14148. None approves an administrator and none offers a waiver.

  • Federal Register full-text search, conditions[term]="section 303" unemployment, publication date on or after 2025-01-20: 17 documents, all information-collection notices or the two UC rulemakings noted on #1646, none an administrator approval.
  • Corrected 2026-09-06 (read-queue ticket 07). The UIPL channel is readable. The path the read queue named, dol.gov/agencies/eta/advisories/unemployment-insurance-program-letter, does not exist — and dol.gov answers an Akamai “Access Denied” page for paths it does not serve, which is why it was recorded as a wall. The live index is dol.gov/agencies/eta/advisories, an exposed Drupal view over 3,934 advisories with working filters: ?field_advisory_category_target_id[18347]=18347 selects UIPLs (1,411 of them) and field_advisory_issue_date_value[min] / [max] take MM/DD/YYYY. Control-tested before the negative was recorded: keywords=zzqqxnonsense over the window returns “No Results” while keywords="section 303" returns 3 and keywords=waiver returns 2 — and the search reads the attached PDFs, not only titles. The two in-window waiver hits are WIOA statewide-funding waivers under 20 CFR 679.620; the three section 303 hits are RESEA funding guidance citing § 303(c)(2) and § 303(g).
