“Support like-minded countries as candidates for leadership in the World Intellectual Property Organization and build strong relationships with international partners to strengthen intellectual property rights.”

What has happened

  1. Not started

The occasion came and the United States left no public mark on it. WIPO ran a contested election for Director General inside the window: the Chair of the Coordination Committee invited nominations on 2025-07-24, two governments proposed candidates by the 2025-10-24 deadline — Singapore (Daren Tang, the incumbent) and Haiti (Johanny Stanley Joseph) — the Coordination Committee chose between them by secret ballot in extraordinary session on 2026-02-12, and the General Assembly with the Paris and Berne Union Assemblies appointed Tang on 2026-04-21 for a second term to 2032. No United States statement, nomination or campaign backing any candidate appears in any allowlisted source. State's own World Intellectual Property Organization policy page carries three items, the newest a treaty text from 2003. Two limits on that negative, stated because they are different in kind: the Coordination Committee's ballot was **secret**, so WIPO's record structurally cannot show how the United States voted and no further search of it will; and what is missing from the U.S. side is a public endorsement, which is the act the Quote actually asks for. WIPO's record is Evidence of WIPO's proceedings and, by the allowlist's own scope limit, of nothing the United States did.

What was searched, and what didn’t count as evidence

Research notes

Negative search: Federal Register full text since 2025-01-20 for "World Intellectual Property Organization" and WIPO (returns only routine references inside USPTO trademark-classification and Madrid Protocol documents); the state.gov sitemap — the route in, since State’s query strings are stripped (source-apis.md) — grepped for wipo, intellectual-property-organization and director-general; the USPTO sitemap (three pages, ~69,900 URLs) grepped for wipo and director general; and USTR’s month-by-month press index for 2025 and 2026, which yields the two Special 301 reports and the WTO reform papers and nothing on WIPO.

Read-queue row closed 2026-09-06 (ticket 06). wipo.int is now allowlisted as Primary about WIPO’s own proceedings, and it turns the bare negative into a dated one: there was a leadership contest to take a side in, and the United States is not visible taking one.

  • The Evidence is attached to the not started event under §3b rule 4 (action on the ask’s object that does not satisfy it — here, moved nearby: the election the Quote contemplates, run and decided, with no U.S. act in it).
  • “Nothing is knowable from WIPO” is a finding, not an open question — the #2218 distinction. The Coordination Committee voted by secret ballot. A later pass should not re-open wipo.int looking for the U.S. position; it should look at U.S. hosts for a public endorsement, which is the act the Quote names.
  • The U.S.-side negative was re-measured this pass, not inherited: the state.gov sitemap was re-walked in full (85 sitemap files, 68,134 URLs) and carries exactly one WIPO URL, the policy page above. The USPTO sitemap (3 files, 77,649 URLs) has 63 WIPO URLs, all pre-window program and treaty pages; its one promising entry, uspto.gov/about-us/news-updates/uspto-congratulates-daren-tang-wipo-director-general-nomination, 404s — a stale sitemap row, and in any case Tang’s first nomination was in 2020. Federal Register full text for "Director General of the World Intellectual Property Organization" since 2025-01-20 returns 0 documents.
