State Department rule added the "Protecting Life in Foreign Assistance" award term to grants, cooperative agreements and voluntary contributions under all of its foreign-assistance authorities, binding foreign and U.S. NGOs, public international organizations, foreign governments and parastatals; effective 2026-02-26. With PLGHA reinstated across agencies and the UNFPA withdrawal ordered, the bar now reaches both international programs and multilateral organizations.
