“To stop U.S. foreign aid from supporting the global abortion industry, the next conservative Administration should issue an executive order that, at a minimum, reinstates PLGHA and summarily blocks funding to UNFPA but also closes loopholes by applying the policy to all foreign assistance, including humanitarian aid, and improving its enforcement.”

Presidential memorandum withdrawing the United States from 66 international organizations lists the UN Population Fund among the 31 UN entities from which agencies must cease participation and funding "to the extent permitted by law". The FY2026 appropriations act (Public Law 119-75, §7057) still earmarks $32.5 million for UNFPA but routes it to Global Health Programs when any provision of law bars the contribution.

The Mexico City Policy memorandum directed the Secretary of State to ensure U.S. funds do not go to organizations that support or participate in the management of a program of coercive abortion or involuntary sterilization — the Kemp-Kasten test historically used to defund UNFPA — but did not name UNFPA or block its funding.

- No 2025 Kemp-Kasten determination against UNFPA was found on state.gov or in the Federal Register (full-text search “United Nations Population Fund” and “Kemp-Kasten” since 2025-01-20: 0 documents). Reporting that UNFPA’s USAID awards were stopped and then terminated during the 2025 foreign-aid freeze (The Hill, “Internal USAID list provides snapshot of Trump cuts”, https://thehill.com/policy/international/5206000-usaaid-cuts-humanitarian-services/) was seen only as a search snippet and is a lead, not Evidence.
- H.R. 699 “No Taxpayer Funding for the U.N. Population Fund” (introduced 2025-01-23, referred to House Foreign Affairs; congress.gov bill record) has not moved.
- FY2026 appropriations: Public Law 119-75 §7057 (read at https://www.govinfo.gov/content/pkg/PLAW-119publ75/html/PLAW-119publ75.htm) keeps the $32.5 million UNFPA earmark with the standard transfer clause. Whether any of it was disbursed after the January 2026 withdrawal was not verified; if a contribution is later documented, this becomes partial.
