Boost intelligence support to Commerce's Bureau of Industry and Security
Printed page 207 7. Intelligence Community
“Provide additional support for such economic and supply chain–focused agencies as the Department of Commerce. Information sharing and feedback can help subagencies like the Commerce Department’s Bureau of Industry and Security to improve their understanding of the threat from China and thereby counter it more effectively.”
What has happened
- Not started
No allowlisted record of expanded intelligence support or information sharing to the Commerce Department's Bureau of Industry and Security. "Bureau of Industry and Security" appears nowhere in P.L. 119-60 Division F; the Act's China title (LXVII, subtitle A) legislates on CCP influence reporting, biotechnology, PLA support entities and a PRC mission manager, not on BIS. No executive order, ODNI directive or Commerce notice on intelligence sharing with BIS was found.
No action found yet. This entry is the starting point, not a finding.

Research notes
- Searched the federal records we keep and search for Federal Register records whose agency is the Bureau of Industry and Security and whose text mentions intelligence sharing; BIS’s in-window footprint is export-control rulemaking (Entity List additions and license policy), which is the use of intelligence, not a record of the IC providing more of it.
- P.L. 119-60 Division F section 6707 creates a mission manager for the People’s Republic of China inside the IC, and section 6623 requires a strategy on intelligence coordination and sharing for critical and emerging technologies. Both are China-facing and both stop short of the Quote’s object, which is support to Commerce and specifically to BIS. Because progress is measured on this ask, not on an adjacent one, these do not lift the Status; they are recorded here as the nearest adjacent action.
- This ask is also covered by a single negative search of Executive Order 12333 and the DNI’s authorities.
