Personnel and structural changes delivered. The CIA announced Dustin J. Gard-Weiss as Executive Director on 2025-07-11, a post that "will replace the role of the Chief Operating Officer" — a personnel change that is also a structural one. The Agency's own account of the Director's tenure adds three new organizations: the Americas and Counternarcotics Mission Center, the Directorate of Mission Systems and the Mission Center for Cyber Intelligence.

Our roster of the people the Mandate credits already carried John Ratcliffe with a current office of Director, CIA, dated 2025-01-23, evidenced from cornyn.senate.gov. This item takes the same appointment with cia.gov’s own release as the Primary and its own event dates.
Senate nominations from congress.gov confirm the Senate vote (119-PN11-19, confirmed 74-25, https://www.senate.gov/legislative/LIS/roll_call_votes/vote1191/vote_119_1_00013.htm).
Correction, 2026-09-01. The first event’s note said the swearing-in was “the day after Senate confirmation”. It was not: the roll-call page, fetched 2026-09-01, records Vote Number 13 on January 23, 2025 at 01:51 PM, and cia.gov dates the swearing-in the same day. The note is corrected and the roll call is now attached to that event as Evidence.
