Build a Middle East security pact as a second “Quad”
Printed page 185 6. Department of State
“Third, it is in the U.S. national interest to build a Middle East security pact that includes Israel, Egypt, the Gulf states, and potentially India, as a second “Quad” arrangement.”
What has happened
- Not started
No Middle East security pact including Israel, Egypt, the Gulf states and India exists. Searched the Corpus and the Federal Register for a regional security agreement, and read State's May 2026 Abraham Accords expansion strategy, which names economic corridors (IMEC, TRIPP, the Trans-Caspian Trade Route) and bilateral FMS/FMF rather than a multilateral pact. The Board of Peace, whose charter Secretary Rubio signed at Davos on 2026-01-22, is a Gaza reconstruction and governance body, not a regional security arrangement, and India is not a member. Adjacent instruments exist (the Saudi Major Non-NATO Ally designation, the U.S.-Israel-Lebanon Trilateral Framework of 2026-06-26) but none is the second Quad the Quote asks for. Recorded under the cluster negative searches for ticket 09 batch 09b in `docs/research/ch-06.md`.
